California VIN verification.

A California DMV-accepted inspection (REG 31 form) that confirms the VIN on a vehicle matches its title, registration, or paperwork. Required for out-of-state and some rebuilt vehicles being registered in California, and for VIN/title corrections. Salvage, special-construction and kit-car vehicles need one too, but only the CHP can perform those.

You probably need a VIN verification if (a) you bought a car out of state and are registering it in CA, (b) you have a non-resident title transfer or a VIN/title correction, or (c) the DMV told you you need one. Salvage / revived-junk, imported, kit-car and specially-constructed vehicles also need one, but those must go to the CHP — a private verifier can't sign them.

Yes — a CA-licensed verifier's REG 31 is valid anywhere in California. Innovo's owner Paul Rosas is a CA-licensed VIN verifier; the license is personal to him.

At Innovo: $85 in-shop at our Oakland location, or $180 mobile within a 45-minute drive of Oakland (a flat travel fee applies beyond that). The DMV and CHP do it free — but by appointment: Bay Area DMV offices book 2–4 weeks out, and CHP referrals run 4–8 weeks. Other private Bay Area verifiers typically charge $100–$200. We take cash, card, Zelle, or Venmo, due on completion.

REG 31 is California DMV's Verification of Vehicle form. A licensed verifier physically inspects the car and records the actual VIN (primary and secondary), body type, fuel type, odometer, axle count, license plate, and federal safety/emissions labels. It's required to register an out-of-state vehicle, correct a VIN / year / odometer mismatch, or re-introduce a vehicle that fell off the DMV system. You cannot fill it out yourself — a self-completed REG 31 is rejected; it must be signed by an authorized verifier.

REG 31 is the VIN verification form, completed BY a licensed verifier (us, the DMV, CHP, or AAA). REG 343 is the Application for Title or Registration, completed BY you, the owner. An out-of-state registration packet needs BOTH: REG 31 (verification) + REG 343 (application) + the prior state's title + a smog certificate + CA insurance + photo ID. REG 343 is a free download from dmv.ca.gov; we hand you the completed REG 31 at the appointment.

CHP does VIN inspections free — but only by DMV referral and appointment, typically a 4–8 week wait. CHP is mandatory (no one else can do it) for salvage / revived-junk vehicles, gray-market or direct-import vehicles, motorcycles missing documents or with engine swaps, vehicles with a missing public VIN, and armored vehicles. For a standard out-of-state registration or a VIN/title correction, a licensed private verifier (us) or the DMV handles it — CHP isn't needed, and we're far faster (same week vs 4–8 weeks).

Almost always, yes. New residents must register an out-of-state vehicle within 20 days of establishing California residency — the clock starts at residency (a job, lease, or voter registration), not when the car arrives, and late penalties scale fast. The full packet: a completed REG 31 (our part), REG 343, the out-of-state title, a CA smog certificate (most gas 1976+ / diesel 1998+), proof of CA insurance, and photo ID. Doing the REG 31 ahead of time lets you finish at the DMV in one visit instead of missing the 20-day deadline waiting for a DMV slot.

DMV: free, but 2–4 week booking plus a 1–2 hour same-day wait. CHP: free, but referral-only, 4–8 weeks, and required for salvage / import / missing-VIN cases. AAA: included only with a paid membership, and branch-only (no mobile, no salvage). Private licensed verifiers like Innovo: a fee ($85 in-shop / $180 mobile), but same-week, mobile to your home, office, or storage lot, with the signed REG 31 in your hand on the spot. All four produce the identical DMV-accepted REG 31 — the difference is speed and convenience.

A REG 31 verification is the fix. A licensed verifier documents the actual VIN on the vehicle, you sign the bottom mismatch section, and you take the incorrect title plus the completed REG 31 to a CA DMV office to have a corrected title issued. Our part is same-day; the DMV title turnaround is usually the longest step (request it at the counter to speed it up). The same REG 31 also corrects year, make, body-type, odometer, or fuel-type errors.
